Abbott defeated incumbent Eloise Taylor in April 2005.
Port Richey Mayor Mark Abbott was fined $450 after going before the Florida Elections Commission in Tallahassee on Thursday to challenge the 21 charges brought against him for election law violations.

Ousted mayor Eloise Taylor filed a two-part complaint against Abbott last May, alleging he made illegal contributions to his campaign and ordered signs he couldn't afford to pay for. The complaint also said he failed to place the "political advertisement" disclaimer on mailings to voters.

Abbott says it was his first run for office and that the violations were mistakes.
