Paige Davison's parents filed a wrongful death lawsuit against two of the other teens who were onboard, one of the teen's parents and a St. Petersburg liquor store.
Davison died October 2 when the boat she was riding in hit a sea wall near Albert Whitted Airport.
According to officials, the crash happened shortly before midnight when 18-year-old David West accidentally drove the power boat into a jetty.
West, along with three other teenagers also on board - Kelli Delange, Trey Sorenson and Kelsey Bedinghaus - survived, but they were seriously injured.
According to Bay News 9 partner newspaper the St. Petersburg Times, Davison's parents believe West and another teen on the boat were intoxicated.
The boys had gotten permission from West's parents to take the boat out that night. The parents also are named in the lawsuit.

The Davisons also are suing the owners of Quick Thru Mini Mart on 4th Street N, where the teens may have bought alcohol.
So far, no charges have been filed but Florida Fish and Wildlife officials are still investigating.
