Investigators said the teenager was hanging out near the intersection of North Avon Street and East Lake Avenue just after midnight when a dark green car drove by.
The car stopped near him, and someone inside the car fired several shots in the victim's direction, the report said.
The teenager was hit by a single bullet, which went through his bicep and lodged in his side. He was taken to St. Joseph's Hospital, where he is in serious condition.
