The Bucs are not on the clock just yet.

And if general manager Jason Licht gets his way, and maybe enough draft picks, he could potentially move out of the first round altogether come Thursday night.

But let's rundown some top players and rumors ahead of the draft.

Draft Position: 19th overall pick

Needs: S, DE, OL, RB, TE/WR

Jason Licht Resumé: 4th draft as the Bucs GM; 20 picks - just five of those have been on the defensive side of the ball.

Licht's previous 1st round picks: Mike Evans, WR, Texas A&M (7th overall, 2014); Jameis Winston, QB, FSU (1st overall, 2015); Vernon Hargreaves, CB, Florida (11th overall, 2016).

Players/Rumors

1. Dalvin Cook, Running Back, FSU: USF Bulls fans know all too well that Cook had his career-best 267 rushing yards against the Bulls at Raymond James Stadium back in September. Could Cook be there at 19? The answer is looking more and more like a "yes" as the all-time leading rusher in FSU history has had some off-the-field issues creep up throughout the draft process. Jameis Winston, who played one season with Cook up in Tallahassee, has been pitching the running back to the Bucs brass. And with the Saints recently coming to terms on a two-year deal with former NFL MVP Adrian Peterson, Bucs fans would like to see a new running back in Bucs red, even with Doug Martin still under contract. Martin will have to serve the final three games of his four-game suspension for violating the league's drug policy.

2. David Njoku, Tight End, Miami: Why would the Bucs take a tight end when they have Cameron Brate, who was tied for the NFL lead with 8 receiving touchdowns by a tight end. And with the Bucs spending money in free agency on DeSean Jackson, the thought of another weapon of Jameis could be had later on in the draft and for far less money against the salary cap. Anotjher possible tight end name at this spot, or late in the first round could be Evan Engram from Ole Miss.  

3. Jabril Peppers, Safety, Michigan: He is the most talented, most athletic player that I see in this draft. I think he would be a steal  at 19, and the Bucs could certainly fill the "need" box with a guy like him. Yes, he did test positive with a diluted sample at the NFL Combine in Indianapolis back in February, but his agent seemed to clear up that Jabril was sick and had to unexpectedly head back for a second day of testing at the draft after taking something to help with his health. If this is enough for Peppers to fall beyond 19 (and possiblly the entire first round) then the Bucs could go with option four to still get someone of Peppers' skillset and athleticism. Other names to consider are Obi Melifonwu, a safety from UConn, who some consider to be more athletic then Peppers. There is also safety Budda Baker from Washington and Adoree' Jackson, a corner from USC. However, since the Bucs took Florida cornerback Vernon Hargreaves (Wharton High alum) with the 11th overall pick in the 2016 draft, it would be a surprise for a the Bucs to take another one in the first round for the second consecutive draft.

4. Trade the pick: As many as five teams have discussed a possible trade with the Bucs. If Tampa Bay is to move down in, or out of, the first round, it will take at least two picks. There has been talk of the Cleveland Browns wanting to move up into the pick and give away two second round picks in this year's draft. The Bucs could see at least one of the above players fall in their laps late in the first or in the second round. As long as they don't take a kicker, I think Bucs fans will trust the process.
