Starting in January, auto insurance premiums are supposed to go down, but the big question is by how much.

Earlier this year, lawmakers passed a reform of the personal injury protection, or PIP, portion of auto insurance. 

The reforms put new caps on lawyer fees and medical bills.  In return, insurance companies promised to lower rates, with a target of 10 percent.

It turns out that so far the average reduction is only 2.5 percent, and consumer advocates are not happy about this.  They said the law does not have nearly enough teeth and they want lawmakers to come back and fix it.

Expect criticism to ramp up in advance of the Legislature's annual session, which kicks off in March.
