A new memo from St. Petersburg Mayor Bill Foster shows that talks with the Tampa Bay Rays about a stadium may not be going as well as city leaders had hoped.

Foster and the Rays have been tight-lipped about stadium negotiations but there was an indication recently that talks were progressing.

But on Wednesday, Foster sent a memo to the St. Petersburg City Council on Wednesday to bring members up to speed on negotiations, according to partner newspaper the Tampa Bay Times.

"It has become apparent to me that Major League Baseball has no intention of assisting the city and Rays in reaching a mutually beneficial solution," Foster said in his note.

He then goes on to say, "nor does Major League Baseball seem interested in a cooperative effort to keep the Rays in the Tampa Bay region for the long term."

The team on the other hand isn't happy about him going public with the comment. The Rays called it unfortunate and unproductive.
