The BLUE Ocean Film Festival faces a financial hiccup after it didn't receive money promised by the city of St. Petersburg.  

According to our partner paper the Tampa Bay Times, former Mayor Bill Foster wrote a letter agreeing to a pledge.

It’s for three, $25,000 sponsorships over the next six years.

So when film organizers came to collect their payment the money wasn't there.

It turns out the current city leaders didn't know about it, so they did not budget for it.

Mayor Rick Kriseman says he plans to honor the pledge.

The festival will take place in St. Petersburg during even- numbered years and in Monaco in odd-numbered ones.
