The Winter Haven City Commission meets Monday for a budget workshop and then its regular meeting.

According to The Ledger of Lakeland, commissioners are expected to come to a consensus on a property tax rate ceiling and then approve it.

Commissioners can later decide to lower the rate as discussions go forward, but for all practical purposes, they wouldn't be able to raise it.

The city's tax rate has been consistent since 2008. Some homeowners could still pay more, though, because their property values have increased.

Winter Haven initially faced a $4.5 million budget shortfall, but most of that was eliminated by major capital improvement projects that were cut from the budget.
