Florida's new law banning texting while driving is so difficult to enforce that it is hardly being used.

According to the Tampa Bay Times, the state is on track to issue only 1,800 texting tickets in the first year of the law. Since it went into effect last October, only six tickets for the offense had been issued in Hernando County through May 31. There were 47 tickets in Hillsborough, 20 in Pasco and 48 in Pinellas.

Because lawmakers made texting while driving a secondary offense, drivers can only be stopped if they commit another violation, such as speeding or running a read light. Officers can see drivers pushing buttons on their phones and they often can't do anything about it.
