Two Winter Haven police officers are recovering after investigators said they were dragged by a car driven by a carjacking suspect.

According to police, Kelly Washington, 26, called the 17-year-old girl, who police said he knew as a friend through her sister, to ask her to pick him up at the McDonald's on Avenue E and Lake Howard Drive.

Police said Washington asked the girl to take him to the Winter Haven Police Department so he could turn himself in, but when they arrived, they found the lobby doors locked.

Washington became angry with the girl, saying it was all her fault, and her in the face with his phone and started to choke her, police said.

The two left the police department and started driving on First Street N towards Cypress Gardens Boulevard, when Washington again started hitting the girl in the face, neck and shoulder, and threatened to stab her, police said.

Police said Washington then told the girl to get out of the car or he would stab her.

The girl, who was afraid for her life, pulled into the parking lot of the Publix on Cypress Gardens Boulevard and got out of the vehicle. Washington got into the driver's seat and pulled away, police said.

The girl called for help, and responding officers came upon a vehicle matching the description of her vehicle at the stop sign at Sixth Street SE and Avenue Q SE.  The officers blocked the vehicle from leaving and asked the driver for identification.

Police said they determined Washington was the driver and asked him to get out of the car, but he refused and locked the car doors even though the windows were still rolled down.

Officers said Washington then put his hand deep in his waistband as if he were grabbing something. One of the officers, afraid Washington possibly had a weapon, fired a Taser at Washington and struck him in the upper body.

Police said Washington pulled the probes out and got into the passenger seat of the vehicle, which is when another officer unlocked the passenger door in an attempt to detain him.

However, Washington reached over and turned on the ignition of the car, putting the vehicle into drive. Police said he stomped on the gas, causing the car to lunge forward about 50 feet, dragging both officers along with it.

Eventually the officer on the driver's side got the car into park and took the keys out of the ignition.

Police said Washington hit the officer on the passenger side in the head, and continued to fight officers until a K-9 officer was deployed.  Washington surrendered when the K-9 was about 20 feet away, police said.

Washington was arrested and put into a patrol car while police searched the car. Police said they found small bags of marijuana, which appeared to be ready for sale, as well as several prescription drugs and a small plastic bag containing methamphetamine.

Washington was taken to Winter Haven Hospital to be medically cleared, as officers were concerned that his erratic behavior meant he had ingested narcotics.

Once Washington is released from the hospital, he will be booked into the Polk County Jail on several charges, including robbery/carjacking, assault with intent to commit felony, child abuse, two counts of aggravated battery on a law enforcement officer and several drug charges.
