A homeless man is in critical condition in Brooksville after an eye witness said he lost consciousness while resisting an arrest.

Officers said they responded to a home on Daffodil Drive after a trespass complaint from a property owner.

Upon arrival, they said they found Phillip Glen Napier, 38, under the influence of drugs and behaving erratically. Officers said Napier refused to leave the property and locked himself in a shed.

Officers said Napier began acting aggressive with the officers and was armed with a knife.

Napier began kicking the officers which caused an officer to Taser him multiple times to cause him to comply. The Taser had no effects on Napier who then took the Taser from the officer.

Eventually officers gained control and were able to handcuff him, but shortly after, police said, Napier lost consciousness.

A witness said one of the officers had his forearm to Napier’s neck.

“I would definitely say he was completely out of control resisting them, I don’t blame them for anything with exception of the forearm,” said James Fretwell.

The police chief insists that Napier lost consciousness after he was handcuffed and not during the altercation with officers. He says his officers used necessary force.

Napier was transported to the hospital for respiratory failure, drug overdose and renal failure.

He was charged with battery on a law enforcement officer, resisting an officer with violence and depriving an officer of means of protection.
