When running for president, a candidate’s past decisions come under scrutiny.  Such is the case with Democratic presidential hopeful Hillary Rodham Clinton.

She recently went before a U.S. House committee to testify about the terrorists attacks that happened in Benghazi while she was the secretary of state.

During that testimony, Clinton discussed email usage by the State Department, specifically current Secretary of State John Kerry.  She said Kerry “is the first Secretary of State to rely primarily on a government account.”

PolitiFact Florida heard the statement and decided to put it to the Truth-O-Meter.

Politifact writer Joshua Gillin says it rated MOSTLY TRUE.

He said it is true Kerry relies on a government email account because of guidelines set forth for his office. However, there is one important part to consider here"

“When we go back to the advent of the email era, well, we’re really only going about four secretaries of state here,” Gillin said.  “There was Clinton, then Condolezza Rice before her, Colin Powell and Madeleine Albright.  Before that, email was just not used at all because it simply didn’t exist.”

In fact, Gillin said neither Rice nor Albright used email at all during their time at the State Department.

For this reason, Clinton’s statement received a MOSTLY TRUE rating.
