A Port Richey man was shot and wounded by deputies Monday night after officials said a dispute with a neighbor turned ugly.

According to the Pasco County Sheriff's Office, 56-year-old Frank Rogers threatened his neighbor at her home on Hickery Hill Drive after becoming upset that she lets her 15 cats roam freely in the area.

Rogers, concerned about his birds and being fed up with his neighbor, brought a rifle with him to the house on Hickery Hill Drive. Once deputies arrived on scene, they ordered Rogers to put his gun down.

"We don't know what actually made Frank break," said Pasco County Sheriff Chris Nocco. "But at some point today, he actually sent a text message to his boyfriend that says, 'take care of Mini,' that's the bird, 'and watch the news tonight.' "

Deputies said at some point during discussions with Rogers, deputies fired.

"I hear a lot of warnings," said neighbor Rudy Almaguer. " 'Stop, put it down.' And they yelled quite a bit, and started firing, several guns going off. And that was it. It was over."

"At some point, he lifts the rifle up, our deputies were in fear for their lives," Nocco said. "They shot numerous rounds at the suspect. The suspect goes down."

Rogers was transported to a local hospital with injuries that are considered non-life-threatening, the sheriff's office said. Two deputies were involved in the shooting, and neither was injured.

Cpl. William Hatfield, 49, has been with the sheriff's office since 2003. Deputy Thomas Garmon, 24, has been a member of the office since March 2015.
