A Spring Hill father is facing a child neglect charge after his 4-year-old son was found running around unsupervised on a road without any shoes on Saturday morning.

Deputies said Justus Ryan Frazier, 32, told deputies he was responsible for the care of four children in the home while his wife was out, yet he decided to drink two 24 oz Hurricane malt liquor drinks.

His son was found running in the road on Philatelic Road in the area of Treetop Cr. Deputies said he was scared, soaked with sweat and only wearing an orange shirt and camouflage pajama shorts. He could not tell deputies who he was or where he lived. The child did not sustain any injuries from the incident.

While canvassing the area, deputies said they found Frazier walking on Philatelic Road. They said he had a strong odor of an alcoholic beverage on his breath. Deputies said he never flagged them down or reported the child missing.

The other three children, ages 5, 6 and 9, were at home alone. Deputies said none of the children were injured.

Frazier's wife told deputies she had left the residence after making everyone breakfast. She said the defendant was not intoxicated when she left and was completely in shock when she found out he had drank two 24 oz alcoholic beverages after she left while caring for the children, according to the report.

According to the report, Frazier told deputies he made a poor decision drinking while caring for his children and by not requesting assistance from law enforcement in the search for his missing son.
