Zephyrhills Police are investigating the death of an 18-month-old child Saturday morning.

  • 911 call at 4:36 a.m.
  • Upon arrival officers found woman attempting CPR on child
  • Cause of death unknown, deemed 'suspicious'

Officials said officers responded to a 911 call from a home on the 5800 block of Apollo Street around 4:36 a.m.

When they arrived, they found the toddler, 18-month-old Sebastian Lieb, unresponsive inside the front entrance of the home, and one of his legal guardians attempting CPR on the child. Officers took over care of the toddler until Zephyrhills Fire and Rescue personnel arrived on scene.

The child was pronounced dead a short time later.

Zephyrhills Police detectives are currently investigating the circumstances leading up to the toddler's death.They did determine that the child's guardians, Kimberly Culp and Angela Burghy, had drugs. Both women have been charged with possession of meth, cocaine and possession of a controlled substance without a prescription.

The cause of death is unknown and deemed "suspicious" at this time. The Pinellas/Pasco County Medical Examiner's Office plans to perform a full autopsy.

A neighbor told us that this was not the first time the child's health was endangered.

"The baby was choking. She came with the baby running around crying "My baby's dying! My baby's dying!" said neighbor Jorge Serrano. "So I grabbed the baby and I put him in my arms, and I started pounding on his back and it didn't respond. So I gave it CPR and that baby opened his eyes."

Investigators said they are adding that information to other information they've uncovered about the couple.

"There's some history with the individuals from what I understand," said Zephyrhills Police Sgt. Reginald Roberts. "Some domestic history and possibly some child abuse history that we're researching."

No further information has been released.
