A registered sex offender has been arrested in Madeira Beach after exposing himself in front of a bus stop.

According to the Pinellas County Sheriff's Office, 29-year-old Justin Duggan was arrested after exposing himself in front of a 12-year-old boy. 

Detectives said the boy was waiting for his bus to pick him up for school March 23 at 7:30 a.m., when he observed a man subject sitting on a park bench across the street. 

The man had his pants down around his ankles and he was performing a sexual act while exposing himself.

The boy contacted a family member and the man left the scene. The suspect never had physical contact with the boy.

During an investigation, detectives were able to identify Duggan as the suspect. When interviewed, Duggan admitted to the allegations.

Duggan is a registered sex offender. He was adjudicated as a sex offender in 2015, as a result of a sex offense he committed in Oklahoma.

Duggan has been charged with one count of lewd or lascivious exhibition.
