The city council rejected a plan to expand areas where driving on the beaches is not allowed.
The resolution failed after a heated debate and a packed crowd of supporters and critics.
The resolution creates standards to expand traffic-free zones on the coast, including the area from University Boulevard on the north to Silver Beach Boulevard on the south.
The Volusia County Council will discuss this Thursday at 2 p.m.
