The center of Cindy is currently over northern Louisiana. The system is slowly moving to the north-northeast.
Heavy bands of rain continue across eastern areas of the complex.
Cindy made landfall between Cameron, Louisiana and Port Arthur, Texas, early Thursday morning.
The slow-moving nature of Cindy will enable life-threatening flooding to occur from east Texas, across Louisiana, and into eastern Arkansas, where an additional 2 to 5 inches of rain are possible. Localized areas may receive up to 12 inches.
All tropical storm warnings have been discontinued, but flash flood watches stretch from southern Indiana to southern Louisiana and eastern Texas.
The other major threat is the potential for tornadoes. A tornado watch continues for parts of the Deep South through the overnight.
