Steve Hammonds is facing several charges, including premeditated murder for the death of Vontay Eugene Silas-Pruitt.
The shooting happened just after midnight Nov. 11 at the intersection of Washington Street and East Street in Leesburg.
Witnesses told investigators they saw Hammonds asking Silas-Pruitt about money, who denied owing him anything. That's when witnesses said Hammonds pulled out a gun.
Officers found Silas-Pruitt lying in the street after being shot several times. He died at Leesburg Regional Medical Center.
Hammonds was booked at the Lake County jail on a $10,000 bond.
