A Riverview man was arrested on May 18 and charged with battery on a law enforcement officer after he allegedly struck a Hillsborough deputy in the face repeatedly and placed him in a choke hold, according to the Sheriff's Office.

  • Deputy Lance Feinman, 30, responding to domestic dispute
  • Randy Howard, 34, faces additional charges
  • Feinman identified self as deputy prior to attack, according to Sheriff's Office

Officials said on the night of the incident Sheriff's Office deputy Lance Feinman responded to a house in the 9000 block of Sienna Moss Lane in Riverview in response to a domestic dispute. A family member reportedly allowed Feinman to enter the home, and when he did he identified himself as a Hillsborough deputy.

At that time, Randy Howard, 34, reportedly came downstairs from the house's upper floor and attacked Feinman, striking him in the face repeatedly with a closed fist. Howard then reportedly placed Feinman in a choke hold.

The deputy fought back, according to investigators, freeing himself from the hold and using his taser on Howard, which reportedly had little effect. At that point, additional deputies arrived at the home and helped Feinman subdue Howard, who according to authorities continued to violently resist.

Howard was arrested and subsequently charged with battery on law enforcement, aggravated battery on a law enforcement officer, and resisting an officer with violence.

Feinman suffered a broken nose and numerous bruises, according to the Sheriff's Office. He was treated at an area hospital and later released.
