DADE CITY, Fla. -- A Pasco County man was arrested earlier this week after he jumped onto a Dade City patrol car and was shot with a stun gun.

  • Roscoe Foster James faces several charges
  • He's accused of jumping on police car, trying to run away
  • Police say James appeared to be under influence

The incident was captured on newly-released video.

On Tuesday afternoon, Dade City Police officers were called to assist the Pasco County Sheriff's Office. A man allegedly stabbed another man multiple times and took off from the scene. 

An officer found that man, who they identified as Roscoe Foster James, wandering on a rural street and reportedly holding a knife in his hand.

Authorities said James jumped onto the officer's car and was still holding that knife. 

That's when Lt. William Rowe arrived. 

"I was concerned the offender was going to be shot. He was approaching an officer with a knife," Rowe said. 

After a couple of seconds, the suspect jumped off the car and appeared to try to run away. The officer fired his Taser.

"Unfortunately it appeared he was under the influence of something," Rowe said. "The officer did a fantastic job. He verbalized, he attempted to get some space between him and the offender (and) resulted with the offender being apprehended without any injuries."

Rowe said the officer suffered some minor injuries when James kicked him in the patrol car, but he was treated and is OK.

James has been charged with attempted murder as well as two counts of battery on a law enforcement officer, resisting an officer with violence, and possession of marijuana.
