CRYSTAL RIVER, Fla. -- Between kayakers, swimmers and boaters, it can be very crowded in the Crystal River waterways.

Boaters say in some places navigating can be difficult.
 
"And unfortunately the kayakers that the water is like a roadway and that boats are bigger than them so if a boat is near you stay out of the way," said Mary Morgan, owner of Crystal River Kayak and Dive.

The city is potentially looking at installing mooring fields to help control some of the traffic.
 
The city was awarded a $15,000 grant, which the city manager says they'll match, but they have not yet signed the contract with NOAA to use the funds. 
 
Three Sister Springs is one of the busiest locations in the area. It can get especially busy in the winter when people flock to the area to see the hundreds of manatees staying warm in the springs.

There's talk that one of the mooring fields could go in this area, but Morgan said she doesn't think that would relieve any of the traffic.
 
"With a mooring field if everything is full then the captains they'll just stop drop their customers and then come back and pick them up and just kind of motor up and down the canal so it's really going to create a lot more traffic out here," she said.

The exact locations of the mooring fields haven't been decided on yet. Until then, Morgan said it would help if everyone on the water stayed aware of their surroundings.

"People really need to pay attention you know if the swimmers could learn to watch out for the boats and realize this is a road," she said.

The city manager said they'll be discussing potential areas for the mooring fields in June or July. He also said federal, state and local laws can make the development process long.
