HIGHLANDS CITY, Fla. -- A 22-year-old man has been arrested one month after a fatal crash in Highlands City.

Brondon Manning has been charged for his part in the fatal July 6 crash that killed 27-year-old Daniel Bagwell.

Investigators determined through video evidence and witness accounts that the two men were racing each other at over 90 mph when the crash occurred. Initially, Manning told authorities it was a road-rage incident.

"Through investigative work, collection and analysis of evidence, interviews with witnesses, and forensic math, it became obvious that both drivers in this case were willing participants in high speed street racing. This is a terrible reminder that street racing is dangerous and can sometimes result in death," Sheriff Grady Judd said. 

Investigators said Manning lost control of his car and struck Bagwell's truck, causing him to go through a vinyl fence. Bagwell was impaled by a piece of the fence and died from his injuries. Manning only suffered minor abrasions. 

Manning is charged with vehicular homicide and participating in an unlawful race.
