The Tampa Police Department says Sunni Bell was riding in a car on Hillsborough Avenue near 43rd Street.

According to a news release, she was rushed to a hospital but couldn't be saved.

"My baby’s full of life. She was full of life," Bell's grandmother, Drial, told Spectrum Bay News 9 on Monday. "It's a baby! A four-year-old baby."

On Monday, family members released ballons as members of the community came out to offer their prayers and condolences.

Investigators do not believe the shooting was random, and a $5,000 reward is being offered for information that leads to the arrest of a suspect.

"We’re not here for charity or anything, none of that," Drial Bell said. "I just want justice — peace and for my family to have a peace of mind because it’s not fair. It’s not fair at all."
