Eighty people, including a teenager, a probation officer and an attorney, were arrested as part of a four-day undercover operation targeting online prostitution in Polk County.
According to the Polk County Sheriff's Office, detectives answered and placed ads on Internet sites like Backpage.com between Dec. 12 and Dec. 14.
Investigators said they arrested 24 men who were soliciting, 33 prostitutes, 13 who were aiding and abetting prostitution and 10 others for a variety of drug and other charges.
One of the suspects is a 16-year-old girl who detectives believe is a victim of human trafficking and Stanley Benson, 20, of Orlando, who detectives said drove her to the location.
"The teen is clearly a victim of sex trafficking," Sheriff Grady Judd said. "We arrested the driver for deriving proceeds from prostitution and we are going to do everything we can to get her help and find out who is involved in trafficking this teenager.”
The teenager was arrested along with Amanda Parker, 26, of Orlando, who was also brought to the undercover location by Benson, detectives said.
Some of the other suspects arrested are:
- Justin Bachand, 32, of Lakeland, was arrested on charges of solicitation. Detectives said Bachand, who is a probation officer with the Florida Department of Corrections, solicited an undercover female officer for sex in exchange for money.
- Mark Graffath, 50, of Lakeland, is accused of trying to solicit an undercover female detective for sex in exchange for money. Detectives said this is the third time he has been arrested during PCSO prostitution operations, and that this was the same female detective that resulted in his arrest in 2008.
- Richard Sierra, 47, of Altamonte Springs, is charged with solicitation and assault. Deputies said he traveled to the undercover location to have sex with an undercover detective in exchange for money, and that he attempted to pat down the detective to search for wires.
- Terra Webb, 30, and Charles Kinsey, 43, both of St. Petersburg, were arrested at the undercover location. Detectives said the couple arrived at the location with a 3 1/2-month-old baby, and that Webb had negotiated money for sex with a male undercover deputy. Kinsey was charged with child neglect/endangerment when he came to the undercover location with the baby after not hearing from Webb. The baby was turned over into the custody of the Department of Children and Families.
- Anthony Stevens, 50, of Groveland, was arrested on charges of solicitation. Detectives said he works as a special education teacher at Groveland Elementary School in Lake County.
- Christopher Havlicek, 43, of Palm Beach Gardens, was arrested on charges of soliciting sex from an undercover female detective. Havlicek is the managing director of the Palm Beach market for JP Morgan Chase Bank and is a former reporter for NBA TV. Deputies said Havlicek told them his father is NBA Hall of Famer John Havlicek.
Detectives said that 22 of those arrested are receiving food stamps or SNAP benefits, nine of the "johns" are married and one is engaged to be married. In addition, detectives said five of the prostitutes said they are married.
In addition, detectives said that 53 of the suspects who were arrested have criminal histories on charges ranging from attempted murder to kidnapping to drug crimes.
