The body found floating in the water just east of Municipal Marina, under the approach to the pier along 2nd Avenue South, was identified as 55-year-old Fred Williams Waters.
A witness reported seeing the man swimming in the water off of Spa Beach at about 10:30 a.m. Monday morning and noticed about 20 minutes later that he was gone.
Police said Waters was homeless and his family in Massachusetts has been notified.
Foul play is not suspected, however the Medical Examiner's Office will make a final determination as to the cause of death.
