A Pasco County daycare provider said she was never notified about a fugitive, who was later caught, that was on the run near her business.

Carmen Mesa's daycare, Discovery Point in Land O' Lakes, is just a mile away from where state prisoner Jason Adams escaped on Tuesday.

Automated phone calls were made to 1,600 homes and businesses within a five mile radius. Carmen Mesa said her phone never rang. That worried her.

"You always think of someone grabbing a child as a hostage or getting into the building and by gosh, he would have had 150 hostages," Mesa said.

It's unclear why Mesa's daycare didn't get a call, but a county spokesperson said their automated system is not perfect.

"It is not 100% science," said Pasco County Spokesperson Doug Tobin. "We're not going to hit 100% of the people, 100% of the time. In fact, I don't know a system that is 100%. That's why we try to find as many means of notifying the public as possible."

Tobin said the automated system relies on the White Pages and sometimes they are unable to reach people with certain phone service providers.
