Pasco County is the lone Tampa Bay area county refusing to hold courthouse wedding ceremonies for anyone as a means of not having to marry gay couples.

A federal judge's ruling Thursday assured that clerks in all of Florida's 67 counties can begin issuing same-sex marriage licenses Tuesday.

Atlhough several counties have opted to not perform marriages at all, all but Pasco are in North Florida.

Paula O'Neil, Pasco's clerk of the court, told the Tampa Bay Times part of her reason is budgetary but that religious and personal reasons also were factored in.

She said Pasco is experiencing a construction boom, which is placing a strain on staffing. And she said most of her staff who handle marriage licenses were "uncomfortable" officiating same-sex marriages.

"The problem is we can't discriminate," she told the Times. "So there are some people who would have wanted to transfer to another area, and we can't transfer everybody."

Pasco's new ruling actually began on Oct. 1, well after a federal judge struck Florida's same-sex marriage ban, but while the matter was still tied up in the courts.

Gay couples from Pasco who want to get married can get licenses in the county, but they'll need to find their own officials.

In recent months, the majority of clerks in the conservative Panhandle have chosen to stop performing courthouse weddings. In 2008, when 62 percent of Floridians approved a constitutional amendment banning same-sex marriage, the measure had overwhelming support in the northern part of the state.

Other counties that have stopped offering marriage licenses, according to news reports and website checks, include Santa Rosa, Okaloosa, Holmes, Washington, Jackson, Calhoun, Liberty, Franklin, Wakulla, Baker, Clay and Duval.

Florida gay couples can marry on Tuesday, and large celebrations are planned in at least Tampa, Orlando, Fort Lauderdale and Key West.

Hillsborough County will hold a large wedding in Joe Chillura Courthouse Square Park at noon, and a marital counseling class requirement will be waived so couples can participate right after getting their licenses.

The cost for a marriage license in Hilslborough County is $93.50. The cost to get married in any of the clerk offices is another $30. Fees vary from county to county.
