The Hillsborough County Sheriff's Office said Friday afternoon that two suspects are in custody in connection with a July homicide.

Deputies said they arrested Jose Colon Soto and charged him with premeditated first degree murder with a firearm in the shooting death of Ivonne Rivera-Ramis on July 28.

The second suspect, Antonio Santiago-Concepcion, was arrested Friday afternoon and faces the same charge.

Rivera-Ramis was shot during a transaction in the Tampa parking lot involving the sale of prescription pills. She met with Santiago-Concepcion to make the sale, and during the meeting two unknown armed males approached her car.

Rivera-Ramis tried to flee and was shot once in the back. A passenger in the car was able to bring the car to a stop in a nearby parking lot. When deputies responded to the scene, Rivera-Ramis had already died.

Deputies said that Santiago-Concepcion was interviewed after the shooting. He told investigators that he had arranged the meeting with Rivera-Ramis, but did not know the armed men who shot at Rivera-Ramis.

A search of Santiago-Concepcion's cell phone, however, revealed text messages shortly before the meeting exchanged with Jose Colon-Soto. The messages pointed to Rivera-Ramis being lured to the arranged location, and that both men were present during the shooting.
