An investigation into Polk school superintendent Kathryn LeRoy has concluded that allegations made against her by a top administrator are unsubstantiated.

The school district paid a Tallahassee law firm to conduct the investigation after associate superintendent Greg Rivers filed nine complaints against LeRoy.

Among other things, Rivers claimed that LeRoy manipulated the hiring process in an attempt to hire a former love interest and that she harassed him and made inappropriate comments about him to other staff members.

The report concluded that LeRoy and Rivers had a volatile personal and professional relationship over a two-year period. The two would go out for drinks after work and exchanged many text messages. Some of the text messages contained sexual innuendo.

Rivers told investigators that LeRoy tried to kiss him in a hotel elevator and invited him to her room. He also claimed she made comments to other staff members about her romantic and sexual interest in him. LeRoy denied many of the allegations.

The reported concluded that Rivers’ relationship with LeRoy was essentially consensual, but it also expressed some concerns about her behavior and recommended that top administrators including LeRoy receive additional sexual harassment training.

In a video that LeRoy released early Monday morning to the media, she claimed to have been cleared.

“Some of you may not be aware that 10 days ago my office was fully exonerated, found innocent of wrongdoing regarding some very distasteful allegations," she said.

She also talked about her personality.

“I have come to realize that what other described as an outgoing personality can be misinterpreted by some. I regret that and have learned from it," she said.

School board members we contacted didn’t want to give specific reactions to the investigation findings. School board chair Kay Fields said board members would need to discuss the findings in a public forum.

“I’m not in a position to give an opinion one way or the other because we need to have discussion as a board,” she said.
