TAMPA, Fla. -- Two different pictures are emerging of the woman accused of leaving her 4-year-old daughter in the Hillsborough River to drown.

Shakayla Denson, 26, faces charges of first degree murder, aggravated child abuse and grand theft auto charges. 

But family members say she was a good mom to the daughter, Je'Hyrah Daniels, police say she ultimately let die. 

A child protection investigation wrapped up just two days before Daniels drowned in the river. It was sparked by a complaint to the sheriff's office that she wasn't being properly supervised.

In June, someone contacted the sheriff's office saying Denson "doesn't show much attention toward Je'hyrah."

The complaint went on to say "Je'hyrah is non-verbal and it seems like the mother is upset that she has these disabilities and is not the baby she dreamed of having."

However the case was closed about a month later when investigators found "there is no impending danger to the child."

Investigators didn't find any marks or bruises on her and they said her mother did have family support. The report also said Denson had gotten Je'hyrah into a specialized school and the two were living together in an apartment.

"She really loved the baby and we are all in disbelief," said Denson's cousin Nagee James, who said he wants people to know she is not a monster. "If nobody knows, they're going to perceive her as evil, as a bad mother and wanting to kill the child. 

"And that is not the case."

James said he has no idea what caused Denson's alleged behavior toward her daughter the day the child died.

"I saw her enough," James said. "And I know her enough to know that the action that took place don't fit her description."

As for the investigation, DCF Secretary Mike Carroll released a statement saying: "I am horrified and disgusted that a mother would do this to an innocent child."  

Carroll has ordered a review of the investigation that was conducted by the sheriff's office and closed with no indication of a major problem.

The Hillsborough County Sheriff's Office also issued a statement saying that in light of this incident it has conducted an additional review of the case and concur's with the original findings.
