Dirt is moving once again in the Skyway Marina District in Saint Petersburg.

A new mixed-use property featuring apartments, businesses and even a lazy river is now under construction.

District Executive Director Keri Melshenker said the $70 million project on 34th Street South is a game changer for the neighborhood.

"We are primed for growth and people are seeing it. We were rated a great city for millennials to come work and play and that's what this site is going to be," Melshenker said.

Renderings show what the Phillips development will eventually look like, featuring 250 apartments, restaurants, a storage facility, parking garage and even a lazy river.

Council member Steve Kornell helped form the Skyway Marina District three years ago with the idea to revamp the neighborhood.

"It was an area that got a little bit neglected and a little bit forgotten about. And we are bringing it back in a special way," Kornell said.

This project is a major step to that goal. Other businesses and retail like Publix have moved into the area in recent months, and more are on the way.

Construction is set to get fully underway next month.
