TAMPA, Fla. -- Family and neighbors gathered on Bayshore Boulevard Sunday to remember Jessica Raubenolt and her daughter Lillia. Both were killed by an alleged drag racer in May.

Lillia Raubenolt would have turned two on Monday.

Family and neighbors decided to throw her a party. It is not where John Reisinger thought he'd be for his niece's second birthday.

"I have mixed emotions," Reisinger said. "Wish she were here to celebrate with her. It's something we'll have to live with the rest of our lives."

The two were killed while walking on Bayshore Boulevard, hit by a teenage driver who police say was drag racing.

Neighbors like Wanda Janiszewksi helped throw the birthday party as a way to keep the Lillia Raubenolt's memory alive.

"This is a life that will never be forgotten," Janiszewksi said.

The people who came out to the site said it was about more than just celebrating a birthday, but trying to get something done about traffic safety.

"Our goal is to make the streets safe for everybody, including the people who drive their car. To just make people aware of the speed they are driving," Janiszewksi said.

The City of Tampa already reduced the speed limit from 40 to 35, but many neighbors believe more can be done to prevent another tragedy.

"I appreciate everybody coming out. Everyone needs to heed the speed limit signs," Reisinger said.

Police say 18-year-old Cameron Herrin, 17-year-old John Barrineau and 20-year-old Tristan Herrin were street racing when Cameron's Mustang lost control.

The three face several charges, including vehicular homicide.
