SARASOTA, Fla. -- A grandfather and father have been arrested and charged after they were found passed out in the front seats of a vehicle with two children, ages 4 and 2, in the back.

Paul Houle, 51, and Paul Houle, III, 22, are charged with two counts of child neglect. 

The incident occurred in the 2100 block on Main Street in Sarasota. Someone passing by noticed the situation and called authorities. 

When Sarasota police officers arrived, the men and children, who are all related, were awoken and removed from the vehicle. Police said all four windows were rolled up with no air conditioning running inside and the vehicle was parked directly in the sun. The men and children were sweating and looked pale, authorities said.

A witness said they were inside the car for about 25 to 30 minutes. 

Police said both men were under the influence of alcohol and said "they didn't know what was going on and that the children were left in their care."

Two bottles of alcohol and an open beer were found in the vehicle, along with a controlled substance. 

The two men were arrested and booked into the Sarasota County jail.

The children were taken into the care of the Department of Children and Families.
