TAMPA, Fla. — The City of Tampa released its recommended annual budget Friday, with Mayor Jane Castor's office calling the plan "Transforming Tampa's Tomorrow."

The $1 billion spending plan lists, among other things, five strategic goals.

1. Neighborhood empowerment: This includes neighborhood leadership development, modernizing city services and workforce development.

2. Transportation for Tampa's future: This includes improving public safety, expanding rail and improving public safety.

3. Housing Tampa can afford: Focuses here include smart growth, affordable housing down payment assistance and securing state and federal funding.

4. Sustainability and resilience for Tampa's future: This includes tackling stormwater management and sea level rise and developing a Tampa climate action plan.

5. Ensuring Tampa's financial stability. This includes enhancing small business enterprises, building and maintaining strong reserves and addressing the city's deferred maintenance and equipment backlog.
