TAMPA, Fla. – Tampa City Council Chairperson Orlando Gudes is facing accusations of inappropriate treatment towards a former aide.

The 60-page report released Monday details claims made by a former aide to Gudes.

It found the woman's allegations to be credible, including homophobic comments by Gudes about Mayor Jane Castor and her wife.

The accuser, who is remaining anonymous, says Gudes once answered his door wearing boxer shorts – something he denies.

Gudes, 54, is also accused of calling another council member a lewd and derogatory name.

The 60-page report we obtained from the city outlines several complaints against Gudes from a former legislative aid.

They include that he commented on the size of her daughter's breasts and called her "Celie" in reference to a character from "The Color Purple".

It's also alleged that he referred to a city employee with a homophobic slur and said the employee was "in the same club as the mayor".

Altogether, the city says there were 19 specific allegations against Gudes. It calls the complaint first made back in August "unprecedented" because it involves an elected official.

According to the city, a law firm hired to investigate found 18 of those allegations "appeared more likely than not to have occurred." The city has no authority to take action against an elected official, but Mayor Castor released a statement saying that if Gudes "were a city employee, he would be fired over these credible and corroborated sexual harassment revelations."

Gudes said in a statement that he considered the employee involved a "long-time family friend." The statement reads, in part, "many of the accusations are false and there are certain remarks that I have been accused of making that I have denied and must continue to categorically deny. However, I admit that some of the statements are true, though unfortunately taken out of context."

Gudes apologized for those comments and said he's hired an executive coach at his own expense to improve his communication and management skills.

Bay News 9 reached out to Gudes for comment. He stated in a text message that he hadn't seen the city report and referred us to his attorney for comment.

Gudes is a retired Tampa police officer who served with Jane Castor on the force. He represents East Tampa, Ybor City, downtown and parts of West Tampa.

According to the city, the employee who made the complaint has several options moving forward. They include filing a discrimination complaint and filing a complaint with the Florida Commission on Ethics.
