UPDATE (3:20 p.m. March 17): Hillsborough Sheriff Chad Chronister announced a man was arrested for stealing an SUV with a one-year-old girl inside.

According to HCSO, 26-year-old Rashad Mann is a felon who was identified by DNA found in the vehicle, after baby Tinnley West was found safe.

"... I told you that was the best possible outcome, but our work wasn’t done yet,” Chronister said. “We needed to make sure her family received the justice they deserve and the person responsible was held accountable. We can now say, with the arrest of Rashad Mann, this is the best possible outcome.”

Chronister said Mann was already behind bars for allegedly burglazing at least six homes throughout Hillsborough County. According to a news release from HCSO, "detectives investigating the kidnapping had reason to believe that he may be connected to their case."

"It is my hope that baby Tinnley's family can finally find some comfort knowing Rashad Mann, the individual who has created nightmares for this family, is behind bars.," Chronister said.

UPDATE (9:00 p.m. February 16): Tinnsley West's mother is now reacting to the most terrifying hours of her life, when her baby girl was taken.

Chelsea West, says it was simply unfathomable at first.

“Is this real life? What’s going on? Is this a joke? You know, just so many things, like, ‘Oh, my gosh - where is she?'"

West also has a message for the man who stole her SUV with Tinnsley in the back seat.

“Thanks for not hurting her. Thanks for putting her in a safe place. Maybe next time, you’ll think twice about stealing someone’s vehicle,” she said.

Deputies are still searching for the suspect


UPDATE (5:34 p.m.): The Florida AMBER Alert issued on 02/16/21 out of Hillsborough County for the 1-year-old girl has been resolved. The child has been found safe and has been reunited with her family.

Hillsborough County Sheriff Chad Chronister said he went from "mortified" when the girl was missing to "elated" when she was found safe. Chronister said that while the girl has been found, "Our work has just begin" as it relates to the investigation.

The Sheriff's Office has tweeted video of a possible suspect, and the sheriff is urging him to turn himself in. He said the suspect did the right thing pulling over and not driving the car any farther, but he will still face charges for taking it in the first place.

He added that the stolen vehicle was running at the time and said residents should always lock their cars and not leave the engine on for any reason. He said a car can be stolen in as little as a minute.

The baby was in a car seat, Chronister said.

The Hillsborough County Sheriff's Office is looking for a vehicle stolen while a one-year-old girl was inside.

Just after 5 p.m. an AMBER Alert was issued as well. And the Hillsborough County Sheriff's Office has scheduled a 6 p.m. news conferece to provide more details. Spectrum Bay News 9 will carry it live.

Authorities said the vehicle is a silver 2018 Volkswagen SUV.

The vehicle was last seen just before 3 p.m. on the 2600 block of Green Valley Street in Valrico in a residential neighborhood.

The license plate is FL Tag WBR587.

The toddler was identified as Tinnley Sage West. She was last seen wearing a yellow shirt with a white rainbow, tan pants and one sandal.
