TAMPA, Fla. -- The University of South Florida is unveiling its preliminary plan for reopening for the fall semester.

A draft was presented to the school's Board of Trustees for its consideration Tuesday afternoon.

Under the proposal, there are 4 phases to the reopening plan with Phase 1 expected to start soon.

They will start with 25 percent of the staff returning to campuses, eventually moving to a fully operational campus by Phase 4.

Among the proposals, include a recommendation that all students, faculty, and staff be required to take a "Baseline Symptom Survey" to determine their risk for spreading the coronavirus.

Also, it would require international and out-of-state students along with those who live in a county with a 7 percent or higher COVID-19 positive test rate and those living in dorms to be tested for COVID-19 before returning to campus.

"We've thought a lot about how to mitigate risk, how to maximize the health of our community, and also about feasibility, and so we think this is a good plan," said Steven Currall, USF President.

Classroom teaching will be based on a "Flexible Hybrid" model.

While there will be some in-person classes, the guidelines state, "Students will not be required to register for face-to-face classes in the fall."

It also said faculty members at "high risk" will be given priority to teach their courses online.

The document shows drawings of what "social distancing" will look like in classrooms, indicating that seats will be spaced out and fewer people will be in the rooms.

The school also recommends face coverings to be worn in classrooms and indoor spaces.

"Masks will be required to be worn in shared spaces, particularly in closed, shared spaces, like classrooms, laboratories, offices, points of service, so wherever people are together, and it is challenging to maintain the social distancing requirements then we are going to require the wearing of a mask," said Donna Peterson of the USF COVID-19 Task Force.

Residence halls will reopen with things like barriers, spaced out sinks, and isolation rooms.

More cleaning and sanitizing will be taking place all over the campus.

The document also says if anyone refuses to follow the rules or self-isolate if they have COVID-19, could face possible disciplinary action.

School officials said they have a contingency plan in place so if they have to close the campus and move everything back to online learning, they are prepared to do that.

The fall semester is scheduled to begin on August 24, 2020.

USF officials also said they are recommending that after the Thanksgiving break, classes and finals be taken online.

They will be finalizing the plan this week and sending it to the State Board of Governors on Friday.
